It searches from the largest, sharpest settings downwards: full resolution at the highest quality first, then progressively lower quality at the same size, and only then a smaller image. The tool always keeps the highest quality that still fits your target: it first tries the maximum quality at full resolution, and only reduces dimensions when quality alone cannot reach the target.
